Rutgers University School of Law Website links to the anti-cruelty statutes of the fifty states and the District of Columbia. It is stressed that such statutes do not confer a right upon an animal to be free from cruel treatment. There are few prosecutions under such statutes, and few convictions that are upheld on appeal. In the instances where convictions are secured, penalties are inappropriately light in most cases, as the legal system has shown itself to be loath to penalize a person for the way in which he uses his property. With all the reservations about the usefulness of such statutes, those who seek to protect animals should be aware of the statutes at issue in their jurisdictions so that they may make full use of any and all available ways to prevent the infliction of pain and suffering upon animals.
